COMMANDING GENERAL, MARINE CORPS COMBAT DEVELOPMENT COMMAND AND THE DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION, HEADQUARTERS, UNITED STATES MARINE CORPS
Lieutenant General Smith is from Plano, Texas and entered the Marine Corps in 1987 through the NROTC program at Texas A&M University. After completing The Basic School and Infantry Officer's Course, he was assigned to 2nd Battalion, 3rd Marines; participating in Operations Desert Shield / Desert Storm. Following a tour as an Officer Selection Officer, he attended the Amphibious Warfare School and then reported to 2nd Battalion, 2nd Marines for duty as Commanding Officer of Weapons and Echo Companies. During this tour he participated in Operation Assured Response in Monrovia, Liberia. After a tour as a Marine Officer Instructor at Texas A&M University, he attended the United States Army Command and General Staff Course. His next assignment was as the Naval Section Chief at the U.S. Military Group in Caracas, Venezuela from 2001-2003. From 2003 until 2006, he served in the 1st Marine Division as the Division Current Operations Officer; Executive Officer of Regimental Combat Team 1; Commanding Officer of 1st Battalion, 5th Marines; and Assistant Chief of Staff G3. During this period he completed two deployments to Iraq in support of Operation Iraqi Freedom. Subsequent assignments were as a student at the Marine Corps War College, Senior Aide to the Commandant of the Marine Corps, and Director of the Fires and Maneuver Integration Division at the Marine Corps Combat Development Command. From 2009 until 2012 he served in the 2nd Marine Division as the Assistant Chief of Staff G3 and Commanding Officer of 8th Marine Regiment; completing a one-year deployment to Afghanistan in support of Operation Enduring Freedom.
In June of 2012 he reported for duty as the Director of Capability Development Directorate, and in May of 2013 he was assigned as the Senior Military Assistant to the Deputy Secretary of Defense. From July through November of 2015 he commanded Marine Corps Forces Southern Command in Miami, Florida, and was then transferred to the Pentagon to serve as the Senior Military Assistant to the Secretary of Defense. From February 2017 until June 2017, he served as the Assistant Deputy Commandant for Plans, Policies and Operations. From June 2017 until July 2018, he served as the Commanding General, 1st Marine Division. From August 2018 until June 2019, Lieutenant General Smith served as the Commanding General, III Marine Expeditionary Force. On 13 June 2019, Lieutenant General Smith assumed responsibility as the Commanding General, Marine Corps Combat Development Command, and the Deputy Commandant for Combat Development and Integration, Headquarters, U.S. Marine Corps.
Major General William H. Seely III was born in Saigon, Vietnam. He graduated with a Bachelor’s Degree from American University, Washington D.C. and was commissioned through the NROTC program in George Washington University (1989). He holds Master’s Degrees from Oklahoma State University, National Intelligence University, and the Naval War College (with Distinction). Major General Seely’s command leadership assignments include: Communications Platoon Commander, Headquarters & Service Company, 3d Reconnaissance Battalion (1990-92); Company Commander, India Company, Marine Cryptologic Support Battalion, Kunia Hawaii (2000-02); Battalion Commander, 3d Reconnaissance Battalion, 3d Marine Division (2006-08); Commander, Marine Corps Intelligence Schools, Training Command (2011-13) and Commander, Task Force-Iraq, Combined Joint Task Force-Operation Inherent Resolve (2019-20). MajGen Seely assumed his current duties as Commander, Joint Forces Staff College in 2020.
Sergeant Major Peter A. Siaw was born in Chicago, Illinois. He attended all required resident and distance Professional Military Education (PME) courses, Amphibious Warfare Phase I and II (non-resident), Senior Enlisted Joint PME I and II, Keystone Course, and the Senior Executives Asia-Pacific Orientation Course. SgtMaj Siaw served as the Sergeant Major for Marine All-Weather Fighter Attack Squadron 121; 1st Light Armored Reconnaissance Battalion; 2d Recruit Training Battalion, Marine Corps Recruit Depot, San Diego, California; Recruit Training Regiment, Marine Corps Recruit Depot, San Diego, California; Education Command/Marine Corps University; Marine Corps Installations Pacific, Marine Corps Base Camp Smedley D. Butler; and 3d Marine Aircraft Wing. SgtMaj Siaw assumed his current duties as the Command Senior Enlisted Leader for Training and Education Command on 31 July 2020.
Kenneth D. Dunn is a native of Louisville, Kentucky. Upon his graduation from the U. S. Naval Academy in 1974, he was commissioned a Second Lieutenant and served in the U. S. Marine Corps for 30 years, retiring in July 2004. He served as an artillery officer and commanded 5th Battalion, 10th Marines, Camp Lejeune, North Carolina, 1993-95, and Weapons Training Battalion, Quantico, Virginia, 1998-2000. From 2001-2003, he served as the Chief of Staff, Marine Corps Base Camp Butler, Okinawa, Japan. In retirement, Dr. Dunn has worked as a civilian analyst at Headquarters, U. S. Marine Corps. He now serves in the Manpower Plans and Policy Division, Manpower and Reserve Affairs, Headquarters, U. S. Marine Corps. Dr. Dunn earned two masters degrees: one in Human Resources Management from Pepperdine University (1978), the other in National Security Strategy from the National Defense University (1996), as well as a Doctor of Education degree from Nova Southeastern University (2008). He is a graduate of the Marine Corps Command and Staff College (1987) and the National War College (1996). Dr. Dunn also served as an instructor at Amphibious Warfare School (1984-86) and as Professor of Military Strategy and Land Combat Systems, Industrial College of the Armed Forces, National Defense University (1996-98). His present position is the Director, Marine Corps Leadership Seminar which is an outreach effort to showcase Marine Corps Leadership to select, diverse colleges and universities in the United States. Leadership seminars have been conducted in Atlanta, St. Louis, Orlando, Philadelphia, Cleveland, Houston, Richmond and Seattle. In 2012, Dr. Dunn began and continues to work as an Adjunct Professor, Marine Corps University, teaching Command and Staff College students. In 2018, Dr. Dunn developed an elective for Command and Staff College, “Marine Corps Great Leaders: Montford Point Forward.” He subsequently prepared that same course for the College of Distance Education and Training in 2019 for on-line distribution. He is a life member of the U. S. Naval Academy Alumni Association, the Marine Corps Association, the National Naval Officers Association and the Montford Point Marine Association.
Congressman Andrew N. Kim was first elected to the U.S. House of Representatives in 2018. He represents the Third Congressional District of New Jersey, which stretches from the Delaware River to the Jersey Shore encompassing most of Burlington County and parts of Ocean County. As a member of the House, Congressman Kim serves on the House Armed Services Committee, the House Foreign Affairs Committee and the House Committee on Small Business. In his first term, Congressman Kim passed bills into law that help military service members and their families find economic opportunities and stopped the use of harmful chemicals that impact New Jersey’s water by the U.S. military. In addition, Congressman Kim has held more than two dozen town halls and has helped constituents by resolving more than 4,300 issues with federal agencies. Congressman Kim grew up in South Jersey, the proud son of Korean immigrants, where he attended public K-12 schools before becoming a Rhodes Scholar. Prior to serving in the House, Congressman Kim worked as a career public servant under both Democrats and Republicans. He served at USAID, the Pentagon, the State Department, the White House National Security Council, and in Afghanistan as an advisor to Generals Petraeus and Allen. He currently lives in Burlington county with his wife and two baby boys.
Colonel Kimberly A. Johnson was born in Carlsbad, California. She graduated with a Bachelor of Arts in Sociology from Tulane University. She was chosen for the Foreign Area Officer Program in 2007 and reported to the Naval Postgraduate School in 2008 were she earned a Masters of Arts in National Security Affairs-East Asian Studies after completing the Special Projects Course in Mandarin at the Defense Language Institute. She then spent a year in Beijing, China for In-Country Training. After completion of this assignment, she was assigned as Adjutant, Wounded Warrior Battalion (West) from July to December 2014. She then served as the Assistant Chief of Staff G-1, U.S. Marine Forces, Korea. She was then selected for command, serving as the Inspector-Instructor 4th Law Enforcement Battalion from December 2014 to June 2017. Colonel Johnson then served as Officer-in-Charge, Coordination, Liaison, Assessment, and Training Section, Pacific Command at Marine Corps Security Cooperation Group from July 2017 to July 2019. Colonel Johnson then assumed the duties as the Assistant Chief of Staff G-1, Marine Forces Command in July 2019.
Colonel Stephen Lightfoot attended Carnegie Mellon University on an NROTC scholarship and commissioned in 1994. He then earned his Naval Aviator wings in 1996, and was selected to fly the AH-1W Super Cobra attack helicopter. From 2001 to 2005, he served with Marine Helicopter Squadron One in Quantico, VA. He then was selected to attend Command and Staff College and earned a Masters Degree in Military Strategy and Studies from 2005 to 2006. He deployed with HMLA-369 and deployed to Iraq twice in 2006 to 2009. From 2009 to 2010, he served as the Executive Officer at The Basic School in Quantico, VA. He then returned to Camp Pendleton from 2010 to 2013 for a deployment with HMLA-469 to Afghanistan. From 2018-2020, Col Lightfoot commanded MAG-24 and supported deployments across the Indo-Pacific AOR in Japan, South Korea, Singapore, the Philippines, and Australia. In 2020, Col Lightfoot transferred to HQMC Aviation and was subsequently selected to serve as the Senior Marine Military Assistant to the Under Secretary of the Navy. While in this billet, he was selected to attend the Harvard Business School – Advanced Management Program.
Mr. Dennis Hirotsu retired as Vice President of Corporate Research & Development (R&D) after a 35-year career at Procter and Gamble (P&G). His P&G career spanned multiple businesses, geographies, and R&D functions. He worked on P&G‘s Baby Care, Feminine Protection, Household Cleaner, Adult Incontinence, and Hair Color businesses. His global experience includes two 6+ year assignments in Asia expanding P&G’s Baby and Feminine Care businesses in the region, and the launch of shaped and Ultra-thin diapers into Europe. He’s led various aspects of R&D including Products Research, Process Development, and Packaging. Dennis also led company-wide programs to develop and deploy new innovation methods, and training across the company. Dennis has a B.S. in Chemical Engineering from the University of California, Berkeley. Dennis previously served as a SASE Board member, and now serves as Executive Advisor for SASE with a focus on SASE Professional. He is also a member of Queen City Angels, an angel investing group in Cincinnati, OH.
Ajit Apte is vice president of technical services, leading asset & records management, distribution engineering, distribution planning, electric system reliability planning, investment strategy, project management, Smart Grid initiatives, and vegetation management. Apte reports to the BGE president and chief operating officer. Apte was previously director of customer strategy and governance at BGE. In that role he developed and led an enhanced customer engagement strategy in support of BGE's customer-centric focus. This included initiatives such as the launch of BGE Marketplace and the MDM upgrade, the cross-OpCo ePay project and Prepaid Power pilot implementation, and a push to increase the number of customers who opt in for e-bills, resulting in improved customer satisfaction and significant cost savings. For five years prior to his joining BGE, Apte was director of information technology for Exelon Utilities, where he was responsible for metering, billing and customer care platform post-launch. He also held IT leadership positions at Constellation, where he worked for a decade after joining the company in 2002.
Prior to his Exelon roles, Apte was managing principal at Mastech Corporation and IT analyst at Tata Consultancy Services. Apte is a board member of Creative Alliance, a Baltimore non-profit organization that builds communities by bringing together artists and audiences from diverse backgrounds to experience spectacular arts and education programs and engage in the creative process. He received the Professional Achievement Award from the Society of Asian Scientists & Engineers in 2017 and he completed Howard County Leadership in 2019.
Sandy Grace is vice president of government and external affairs for BGE. She is responsible for shaping, leading, and directing the company’s positions on legislation affecting BGE’s customers. Her organization, which includes state affairs, external affairs, and marketing, primarily supports and builds strategic relationships with legislators, local officials, and communities. Grace reports to the BGE senior vice president of governmental and external affairs. Grace has served in her current role at BGE since January 2020. She has been with Exelon since 2010. She was most recently vice president of policy development for Exelon Utilities, where she was responsible for the development and alignment of policy positions across the Exelon Utility operating companies. She previously served in roles that focused on transmission and micro grid policy and investment opportunities. She joined Exelon as assistant general counsel, advising the company on complex regulatory, policy, and transactional matters. Prior to joining Exelon, Grace spent nearly a decade in private law practice. She represented and provided advice to some of the nation's largest electric utilities on matters ranging from regional transmission organizations (RTOs), mergers and acquisitions, to the California wholesale electric market crisis of 2000/2001. Grace has also served as a law clerk for several administrative law judges at the Federal Energy Regulatory Commission. She is a member of the Maryland Bar, District of Columbia Bar, Court of Appeals for the Ninth Circuit, Court of Appeals for D.C. Circuit, and the Energy Bar Association. Grace received a Juris Doctor from American University Washington College of Law and a Bachelor of Science in Foreign Service from the Georgetown University Walsh School of Foreign Service.
Dr. Vu H. Pham, Ph.D. currently is the Chair of Elevate. He works with dozens of organizations from the Fortune 500 to government and non-profit agencies. Elevate is a partnership with the Center for Executive Development at the University of California, San Diego's Rady School of Management, as well as Cal State Fullerton and UC Riverside's Career Centers, the UC Office of the President—MESA, & Spectrum Knowledge. The Elevate Program boosts organizational performance and strategic effectiveness through interactive learning and research.
